One of the valuable lessons learned by the Indonesian nation after the 1997 multidimensional crisis is the increasing understanding of the existence of a very close interweaving of various public problems. Public problems that have various dimensions, whether social, political, administrative, legal, economic, or cultural, are interrelated to form the complexity of public problems in Indonesia. A series of public problems, such as poverty, unemployment, conflict, transportation, the environment, illegal logging, human trafficking, to the problem of corruption, have never been resolved until now.

The response to the variety and complexity of these public issues requires the ability to analyze policies and make policies as well as competent policy management. This need is increasingly urgent when Indonesia is increasingly faced with major issues such as globalization, liberalization, and democratization which are other determining factors that also color social issues at the national and local levels. Regional autonomy as one of the policy options offered to overcome the complexity of public issues has not been able to show maximum performance.

It must be admitted that the policy solutions offered to overcome these various problems are not easy because of the interaction and interdependence of various root problems that are characteristic of these policy problems. There are at least two characters of policy problems that are interrelated and interdependent, namely human resources development and governance. When human resources development is at the lowest level, it is very difficult to create good governance and vice versa. Low human resources development is a product of bad governance. As a solution to organize these various public problems, parties are needed who are able to formulate policies and strategies, determine organizational goals and objectives, analyze, make decisions. As well as supervise and assess public policies. Therefore, Trisakti University offers a Doctoral Program in Economics with a Concentration in Public Policy which has received “B” Accreditation from the Accreditation Body.
